States are lining up to drop out of No Child Left Behind, the education initiative that was promoted as a historic achievement of the Bush administration.
Since President Barack Obama announced last month that he would sign an executive order allowing states to request waivers from mandatory participation in the program, at least 27 have signaled that they will ask to opt out, and most others are reviewing their options.
Obama said states could seek waivers as long as they adopt higher standards than those mandated under the Elementary and Secondary Education Act, as No Child Left Behind is formally titled. The Education Department said most states had already done that, presumably making them eligible for waivers.
Education Secretary Arne Duncan — who himself had to follow No Child Left Behind when he was chief executive of the Chicago Public Schools from 2001 to 2008 — isn't just offering the waivers. He's actively encouraging education officials to apply for them, he said, because "No Child Left Behind is fundamentally broken."
"It's far too punitive, far too prescriptive," Duncan said. The 2002 law "led to a narrowing of the curriculum. None of those things are good for children, for education or, ultimately, for our country."
In a letter to state education officials, Duncan cited "innovations and reforms" at the state and local level that "were not anticipated when the No Child Left Behind Act of 2001 (NCLB) was enacted nearly a decade ago."
That's why, he said in an interview with NBC News, "I'm actually giving away the power. ... We are giving the power to states and districts."
In my opinion there are still some very serious issues to be addressed concerning education in this country, but I am also very aware that those will not be dealt with as long as teachers are solely focused on meeting the rigid testing standards laid out in the NCLB program.
Removing that yoke from their neck should be the first step. And I have to say that simply handing the responsibility back to the individual school districts is an ingenious way to keep the Republicans from arguing against eventually doing away with NCLB altogether. (After all how could ANY Republican really argue for a Federal program versus a state solution?)
However my problem with Obama's Race to the Top program is that it encourages states and school districts to compete against each other for Federal dollars.
In my experience that is antithetical to the very thing that makes teachers tick.
Teachers love to share their wealth of knowledge with other teachers, and they also love to learn new methods of teaching the same old subjects to their next class of students. This inspires them and keeps things fresh and interesting.
The best teacher to have is an enthusiastic teacher in love with the idea of teaching. NOT a teacher working everyday to keep her job and worried that another state (I.E. another teacher) will get the funds that they so desperately need in THEIR schools. That kind of stress only further weighs down a professional who already carries the weight of her student's futures on her weary shoulders.
These amazing people need to be supported, not restricted. Admired, not undermined. And rewarded for their achievements, not castigated for failing to perform miracles.
The opportunity to learn is a gift, and for many people the opportunity to teach an even bigger gift. Once the federal government understands that they will know how to address education in this country.
It isn't just the federal government though. States governments treat teachers like crap too, and control the dollars. The worst bill ever enacted in MI was Prop A, which took education funding out of property taxes (not really, but that was the idea) and made it part of the lottery and in state control. Now Snyder is saying there's no money, which there is, if he would put back the money the state borrow for other things. And the power districts had to raise taxes for schools is gone. We are permitted to have a special levy for BUILDINGS only...no books, no teachers, no nothing. My district has now closed half out elementaries, and will close a middle school next year. Yes, our numbers are down, but not to an extent that we could lose 150 staff members. I applaud the Obama effort, as far as it goes. But until MI wakes up and repeals Prop A (not likely under King Snyder, who never met a control bill he didn't endorse) we will lose the best teachers to other states and other professions.
ReplyDeleteThe Bush family (Neil Bush in particular) has made countless millions from selling software deemed 'essential' for No Child Left Behind. For that reason alone, the law was completely tainted from the beginning. Talk about crony capitalism – NCLB takes the cake. For this reason alone, Obama's decision is good news to every student and teacher. It may actually take education dollars out of the pockets of cronies, and put them back into schools where they belong.
ReplyDeleteI was told by someone who may have no idea what he was talking about that it would cost a state additional funds to opt out of NCLB. Does anyone know if this is true?
ReplyDeleteI don't know if this is going to change things all that much, though it's a step in the right direction. I haven't seen USDE's guidance on this yet, and that's where the details are. I have a feeling states are going to have to keep testing kids to prove they have those necessary standards met. Politicians and real estate agents still want a way to make some school districts look better than others, and it's rarely so they can help the neediest children.

No, as long as it is no longer a MANDATED federal program--states will not be financially punished for no longer following NCLB.
The Repub driven pols have a multi-pronged attack going on regarding Education.

Put education into the hands of the religion so they can teach the bible's view on social issues
Disenfranchise from any educational opportunities for those who cannot afford to pay tuition to the churches schools.
Control all teaching curriculum
Drop age restrictions and minimum wage so that children unable to afford school can be sent off to work at sweatshops for third world wages.
Continue to separate this country into a ruling class and slaves.
It's coming faster every day.

ReplyDeleteI understand you were involved in elementary education and wonder if the subject was ever broached or investigated in your school district?
I find it a fascinating concept, one full or potential that has never been fully pursued here in the US.
I am re-reading the book entiltled Super Learning and intend to pursue the process on a personal level.
Am just so surprised it never fully caught on in the US.
There were problems early on with Bulgaria and other countries sharing all of the elements with the US that make the process successful, but I believe with research all the ingredidients of the recipe, if you will, were finally identified, but still no mass application.
Any thoughts, if you have any on this subject would be welcome.

The President should get "kudos" for thinking outside the box. This move is just a small step, but important one. Our kids, and by extension, our schools, if well prepared and equipped to teach and learn, our competition for well paying jobs and good citizens would well benefit our society.
