The 13-year-old girl opened the door of her home in this small city on the edge of Phoenix to encounter a man who said that his car had broken down and he needed to use the phone. Once inside, the man pummeled the teen from behind, knocking her unconscious and sexually assaulting her.
Seven months before, in an apartment two miles away, another 13-year-old girl was fondled in the middle of the night by her mother's live-in boyfriend. She woke up in her room at least twice a week to find him standing over her, claiming to be looking for her mother's cell phone.
Both cases were among more than 400 sex-crimes reported to Maricopa County Sheriff Joe Arpaio's office during a three-year period ending in 2007 -- including dozens of alleged child molestations -- that were inadequately investigated and in some instances were not worked at all, according to current and former police officers familiar with the cases.
In El Mirage alone, where Arpaio's office was providing contract police services, officials discovered at least 32 reported child molestations -- with victims as young as 2 years old -- where the sheriff's office failed to follow through, even though suspects were known in all but six cases.
Many of the victims, said a retired El Mirage police official who reviewed the files, were children of illegal immigrants.
The botched sex-crimes investigations have served as an embarrassment to a department whose sheriff is the self-described "America's Toughest Sheriff" and a national hero to conservatives on the immigration issue.
Arpaio's office refused several requests over a period of months to answer questions about the investigations and declined a public records request for an internal affairs report, citing potential disciplinary actions.
This is unconscionable! The idea that this asshole will harass and aggressively pursue people coming to this country looking for work, and their shot at the American dream, while allowing children to be victimized sexually with no protection whatsoever should forever destroy what is left of this pompous prick's credibility!
I cannot speak for the people of Arizona, but if it were me I would be MUCH more concerned with the safety of our children than I would be concerned about whether my neighbor's landscapers were in the country legally or not.
This should be all the evidence that people need to finally realize that this man is a racist who uses his position to further his xenophobic agenda while caring little for the most vulnerable among the citizens in his county.
Well it is certainly a good thing that none of the current GOP candidates were dumb enough to accept an endorsement from this weasel. What? Oh that's right.

Whoa, whoa, whoa, maybe they're not telling the whole story here and maybe old Joe is getting a bad rap? Just consider this: If the little girl was a black or Hispanic and the rapist was a white man then that puts a different shade on things. That would be reason enough for Joe to not follow up on the allegations and therefore it would turn out to be a positive for Perry. You have to think like a rightist hater in order to understand them and finally drive the stake through it's, their evil hearts. Now let's revisit those allegations in fairness to Joe.

Every one of the uninvestigated and bungled crimes has at least one victim. Here is an example of one of the Maricopa County Sheriff's Office 'investigations' as reported by the East Valley Times.
CLOSED CASE
Employees were preparing to close the 99 Cent Discount Store in El Mirage on Aug. 20, 2006, when a teenage girl ran inside.
Agitated and refusing to leave, the 15-year-old girl told the store's manager that two men had just raped her in a ditch outside, a police report says.
Paramedics took the girl to Del E. Webb Hospital in Sun City West, where medical staff found physical evidence of sexual assault, according to deputy chief Bill Knight, head of the sheriff's central investigations, who researched the case.
At midnight, a detective from the MCSO's special victims unit arrived at the hospital to begin an investigation, the report says.
But the investigation never really began.
The MCSO closed the case a month later by designating it "exceptionally cleared," which is supposed to be applied to cases where a suspect is known and there's enough evidence to make an arrest but circumstances prevent an arrest. That designation allows the MCSO to count the case in the same reporting category as investigations that end in arrest.
But in this case, the detectives didn't have a suspect and appear to have done no work on the case.

When officers arrived, the girl retraced the series of events.
"As my flashlight lit up a tree just to the east of the dumpster she said, 'Right there by that tree,'" El Mirage officer Phillip Witte Jr. wrote in his report.
The officers transferred the case to the MCSO's special victims unit once the girl arrived at the hospital for examination. A detective showed up, but the case file does not reflect that he did anything else. Knight, who followed up on a number of cases brought to his attention by the Tribune, including this one, also found that no investigation was done and the case was closed just a month after the assault while they were still waiting for DNA analysis to come in.
In May, an El Mirage detective called a sergeant with the MCSO's investigations bureau to determine what happened with the case. "The report was x-cleared but he did not know when or why," the town's detective wrote.
To "exceptionally clear" a criminal investigation, MCSO detectives must have identified a suspect, but cannot make an arrest due to "technicalities," the agency's policy says. Those technicalities include uncooperative victims or if the statute of limitations for the crime has expired.
But in this case the detectives did not have a suspect.

Maricopa County Sheriff Joe Arpaio apologized today to the victims of El Mirage sex-crimes cases that went uninvestigated due to incompetent police work under his watch.
"Sometimes these kinds of things occur in big departments like (the Maricopa sheriff's office)," Arpaio said during a press conference today, as tweeted by Arizona Republic reporter Yvonne Wingett Sanchez just now. "If there were any victims, I apologize."
Whether or not Sheriff Arpaio thinks there are any victims, he isn't going to throw any of his subordinates under the bus for this. His words.
