The Republican's campaign to vilify the Affordable Care Act may keep millions from accessing its benefits.

After surviving a Supreme Court decision and a presidential election, the Obama administration’s health-care law faces another challenge: a public largely unaware of major changes that will roll out in the coming months. 

States are rushing to decide whether to build their own health exchanges and the administration is readying final regulations, but a growing body of research suggests that most low-income Americans who will become eligible for subsidized insurance have no idea what’s coming. 

Part of the problem, experts say, is that people who will be affected don’t realize the urgency because the subsidies won’t begin for another year. But policy decisions are being made now that will affect tens of millions of Americans, and the lack of public awareness could jeopardize a system that depends on having many people involved. Low enrollment could lead to higher premiums, health policy experts say. Hospitals worry that, without widespread participation, they will continue getting stuck with patients’ unpaid medical bills. And advocates say the major purpose of the Affordable Care Act – extending health insurance to more Americans – will go unmet if large numbers of vulnerable people don’t take advantage of it. 

But because “Obamacare” has been so controversial, and its fate caught up in the presidential campaign, there has been little public discussion about the specifics of putting it into action. States such as Texas and Florida, where opposition to the legislation was strong, have been slow to embrace the law and critics have been loath to promote it. 

Initial White House efforts at outreach caused congressional Republicans to accuse the administration of using taxpayer money for political gain. In mid-November, Ways and Means Committee Chairman Dave Camp (R-Mich.) subpoenaed Health and Human Services Secretary Kathleen Sebelius, demanding information about how her agency has used federal money to promote the Affordable Care Act. The administration is preparing a final budget for an outreach program focused on the opening of the exchanges in October. 

“People hear it’s going to come in 2014, which makes it not very relevant to their lives,” said Tevi Troy, a top Health and Human Services official under President George W. Bush. “If you don’t have an understanding of the law, that’s when you’re going to have real take-up problems.” 

Seventy-eight percent of the uninsured Americans who are likely to qualify for subsidies were unfamiliar with the new coverage options in a survey by Democratic polling firm Lake Research Partners. That survey, sponsored by the nonprofit Enroll America, also found that 83 percent of those likely to qualify for the expansion of Medicaid, which is expected to cover 12 million Americans, were unaware of the option.

This is directly the result of the attacks on the programs from the Republican party, who realize that if people sign up for, and start to benefit from, Obamacare THEY  may find themselves no longer a politically viable party.

After all how do you run against a party that has rescued millions of voters from fear of sickness and death, as you did everything in your power to stop them from from providing that rescue?

This is very important information that I hope you will spread far and wide, because the sad part is as long as people DON'T recognize its benefits those benefits might be significantly impaired or simply disappear altogether.

      Mandates bring costs down. Are you telling us that the employees of these hypothetical businesses are currently uninsured? Or are they using a program that they are 'mandated' to be in because when everyone participates, everyone wins? In either case, you sound like my brother in Texas. He works for the Texas Health and Human Services agency and was complaining that they are cutting 69 people to the ACA. Sounds to me like Perry is feeding them a bunch of bull again.

  4. The republicans in congress are doing all they can to bring down the United States. Because of their lack of knowledge of most issues that impact the modern world - science and economics at the forefront, they have NO idea how close the US and the world were to a major major economic collapse in 2008. George Bush and John McCain were dumfounded and speechless while then Senator Barack Obama understood the true ramifications of what was happening & with the democrats in congress, passed the legislation that many republicans voted against - the legislation put forward by a republican administration!

    Since that time - the GOP congress - on issues both at home and abroad has labored to keep their constituents dumb and ignorant - the only way they can keep their base voting for them.

    The ACA is not going away, whether now or in 4 years time, those kept down and dumb will find out about it - and the current version of the GOP will sink into the mists of time

    Maybe it would be beneficial to train volunteers to do outreach for the program. There are thousands of people who volunteered in the campaign. I would be willing as a retired health care worker to provide orientation and outreach. I believe that strongly, and I'm sure others do also.

    This is an article about peopke who had to come to terms with the fact that Obama's healthcare program actually benefitted them and, without it, they would not be able to afford or even get insurance because of preexisting conditions. At least some people understand that voting Republican meant voting against their own self-interest.

    My daughter, age 21, has just saved several thousand dollars due to the fact that Obama care allows me to insure her until age 26. She had birth control complications that required very expensive tests and will need to be monitored door a while. Without this coverage, she would be in debt, unable to secure a home and save for the future.

    Another one:

    Had Obama care been the law when my wife fell I'll, we would have not lost our home to 6 figure medical bills. We were unable to secure an individual policy for some non related pre existing condition. That won't happen to millions of Americans under Obama care. Medical costs are among the top reasons for personal bankruptcy and major losses and eve death when good people cannot afford solid treatment and take chances instead.

    Has anyone noticed how there are thousands of seniors marching angrily around the nation, protesting Medicare?

    Had the Democrats pushed to simply lower the age for that program down to zero, I wonder if there would be any numbnuts of ANY age, hating the outcome?

    The GOP is playing a game that will backfire bigtime.

    I was one of many who worked the OFA campaign, and there's a reason they decided to keep the dashboard widget going. We're going to mobilize and inform people of the benefits of the Affordable Care Act and other laws that President Obama fought for and will continue to clarify.

    President Obama and his team have built a campaign strategy that will be held as a model for years to come.
    The longer the GOP plays this game, the more they'll shoot themselves in the foot.

    I was looking forward to "Obamacare"... until my Governor Rick Perry (TX) decided we didn't need it. So I'll keep paying for my $800/mo single healthcare insurance because the ONLY healthcare provider that will insure me is controlled by the State of Texas. OR... I can go without healthcare insurance for six months, after which I can apply for a different option which might save me a whopping $50 per month.

    Now.. please.. Republicans: Tell me again how I'm lazy and don't pay for anything for myself and am living on "handouts". Ya bunch of turds.

    After randomly finding this article and reading this email stream, I'm glad that I prefer to be self reliant. For those that are in need of others, for whatever reason, I enjoy helping my neighbors with their burdens. The face to face is more human and the best way to show love. This to me means being a good American, a christian nation under God. Handing money over to the government just feeds the ineffective and inefficient beast. If you feel otherwise, educate me.

      You are not self-reliant, unless you absolutely do not take advantages of any government programs, services, or protections (or anything these that are regulated by the government for your safety and self-interest).

      As for showing love to your neighbors, are you paying hundreds of dollars a month for those hardworking people who aren't provided insurance by their employers or who cannot afford or even get insurance because of pre-existing conditions.

      I actually don't believe you found this "article" "randomly," nor do I believe you seriously considered the "e-mail stream."
