Update on the Palin family drunken brawl.

So as all of you are undoubtedly aware tomorrow will make it exactly one month since the Throwdown at the Hoedown, and no official police report has materialized.

Early yesterday I reached out to APD spokesperson Jennifer Castro again.

I was fairly aggressive in my e-mail essentially saying that at this point it was starting to appear to those outside the state, that the municipality was not being forthright, and that there were concerns that the Palins were exerting undue influence on the proceedings.

In response I received this e-mail:

Perhaps it would be beneficial for you to reach out to the Municipal Prosecutor’s Office to get a better understanding of how a case review works. While a few weeks may seem like a long time to you, you must consider that this case has gone in the stack with many others that are being reviewed and it will be conducted under all legal parameters and processes in place. The biggest priority in this matter is to ensure a thorough and fair review of an incident to determine whether any criminal action has occurred. It may also be beneficial for you to review our municipal public records request laws, especially 3.90.040 in regard to exemptions for particular records for law enforcement purposes. The release of the reports regarding this incident is dependent upon the decision that the Municipal Prosecutor’s office makes and it is not my call to say when that will happen.

Thank you and have a good day,

Jennifer Castro

Like I said I was somewhat aggressive in my e-mail.

I looked up amendment 3.90.040, and it does not really seem to apply to this situation. Or if it does I do not see how. Perhaps there is a legal eagle among you who can explain why I am wrong about that.

I took Castro's suggestion and reached out to the Municipal Prosecutor's office.

I was given the name Seneca Theno, with whom I left two voice messages and an e-mail.

So far I have not heard back. And that is where we are today.

As of now the APD really has nothing more to contribute concerning the investigation or the timing of the report. That is all in the hands of the prosecutor's office.

I urge you NOT to flood this office with requests at this time, as I feel that will be counter productive at this time.

I do not want to get conspiratorial at this time, but I would be negligent if I did not remind you that the Municipal Prosecutor answers to the Mayor (As you can see from this chart.). And it just so happens that our very ambitious Republican Mayor is indebted to a certain failed reality show star.

Not only that any investigation that damages Palin's reputation further might also produce fodder that can be sued against Palin's appointed replacement, with whom Sullivan is currently sharing a ticket.

Like I said there is no evidence that any of this should be a concern, I am simply noting that these connections do exist.

Now it seems almost inconceivable that a report that was announced to the media would not be forthcoming, or that it could be delayed all the way until after the November election. However I live in Alaska where it seems the inconceivable is almost a daily occurrence.

As for what this means for me, it simply changes my focus.

I had put a few of my other stories on the back burner waiting for this report to drop. So now that there exists this gray area I will simply proceed as if it is no longer relevant.

If it comes out soon I will incorporate it into what I am working on, but if it does not it ultimately will not matter that much. Actually what it will do is serve as yet another example of how the Palins can do truly horrible and disruptive things, and simply walk away as if nothing happened.

Of course this time they really are not going to get away unscathed. And in fact these most recent activities have been instrumental in helping me to locate a number of sources who are fairly determined that ultimately she will not get away with anything.

It would be interesting to know what the average wait time for a police report to be available is. I mean, for example a drunken brawl down on 4th Avenue with no one named Palin involved. Or a car break in, etc. If they all take that long, then no big deal. But if not, then there would be no doubt what is going on and whose influence is involved. Captain Zero has enough problems with his lack of action or wrongly directed actions with regards to the sexual assault scandals in the Alaska Guard. Now if his running mate was involved in directing a cover up to protect she who must not be named, then that would be another big rock in his sinking rowboat.

Funny, in my jurisdiction, it's always been 48 hours. traffic accidents to high school football game fights.

In my area, we have no-name brawls and murders as well as very famous people involved in police matters. The police, sheriff, prosecutors, any relevant sources all give press conferences and speak with the public from the start according to the matters at hand. Including during investigations. An ongoing investigation is not an excuse to pass the buck or clam up. The law just does't say anything to harm the investigation. They can relate to a celebrity or political status and let the public know they are doing their jobs.

It is really odd that the APD is handling this as if to say they are shady and part of the problem of corruption in Alaska.

The spokesman for the Anchorage Police Department normally gets out publically on fights, brawls, murders, rapes , etc. that occur throughout the city. Their report is normally done the same day or the next as to the incident with them indicating further investigation is being done with more announcements coming later. Their verbal report is shown on the TV channels in Anchorage (and probably across the State of Alaska when it concerns the Palin clan!).

Anchorage has a high crime rate and Alaska is rated #1 in the country for rapes!

Are Anchorage folks seeing anything on the Palin clan 'brawl'? Nope!

Oh look, the troll has arrived! One instance, my ass. The Palin mafia has been involved in all sorts of criminal activity, bullying and violence. Clearly this is bugging you or you wouldn't be here trying to deflect from Gryphen's determination and commitment to taking you assholes DOWN. Nothing mundane about assault and battery. Nothing mundane about child abuse. Nothing mundane about covering up criminal activity, prostitution, buying off media and law enforcement officials. You can try real hard little troll, but this one ain't goin' away. The Palin's stepped in it bigtime and they are going to pay a big price...tick tock, baby, tick tock.

"One stupid mundane instance". Wow! Talk about minimizing an incident that effected so many people, physically injured many, resulted in one witness being fired plus almost everyone learning of it dismayed to giving deserved condemnation of the sanctimonious Palin's.

Wow, my narcissist detector BS ring is going off by the dismissal that physical and verbal abuse and punching the crap out of a man's face who said "No" to physical altercations on his property is NOTHING.

It takes pathalogical people to act out like this, leap to punch the shit out of someone's face who calls for violence at a party to cease. It takes a disturbed family to act like nothing happened despite dozens of people witnessing even a half naked young man cursing and making obscene gestures to people leaving to not be around them.

The whole family could be arrested for battery, Sarah and Todd could divorce, and just for kicks throw in several other dysfunctional family actions, and her fans would still love her and she would be the victim, but still 'standing strong'. Thats where this story ends, there is no ending.

As for custody battles, the state works for what's in the best interest of the child. It is to all our benefit that children get placed in the correct situation. It is also in our best interest that family court acts in a fair and just manner and that they can't be bought or bullied by the more powerful interested party.

This fact alone is news. A month after a public, drunken brawl where blood was drawn, and neither the police nor the prosecutor can comment on the investigation?

If this had been a beer hall brawl, or a fight at a fraternity, the stories would all have been collected, the prosecutors would know what happened, and the first arraignments would have taken place.

So, it's a good-old Alaskan Cover-Up. In the end, it will not serve the Palins, Parnell, or their minions any good because the national press, at an appropriate time, will run with this story: lots of harm, no foul. Something fishy in the state of Alaska.

How true. Obstruction and the games they are playing are illegal.

Don't forget that a very young minor and a 20 year old were part of this. The way children are neglected and abused and that those facts are tolerated should be a huge matter for the community.

If a place treats their most vulnerable in this manner that should be a major public concern.

I would never travel to Alaska, especially, with children. Anchorage should be an example for the entire state.

It seems like when I turn on the TV there is always a show about Alaska, as if they are trying to sell it. People are going to continue to invest in an unsafe place that detests children?

When the snow melts in May or so I guess we'll see the next masses of dead bodies.

I would sure like to know what happened to Willow's last social media pal. The one arrested for stalking that disappeared into the corrupt Alaskan legal system.

All they show are the publicity shots and most of what they did for Track was fake to promote the image they wanted to create for him. He was treated special and featured playing football and eating with the other corrupt Governor.

The other troops did go to Afghanistan. What happened with Track is top secret and very suspect. During 2012 while the other troops were on duty, Track kept popping back to Wasilla and went to visit Todd in California. The pictures they would post showed him with the Palins (Britta didn't seem to change her name). There was a posed uniform shot of Track with Kyla Grace when a sign said she could walk, about August 2012.

By December 2012 they announced a divorce.

Well, the APD is a public agency paid for and entrusted by the citizens to protect the public by enforcing the state and local laws. Crimes are supposedly investigated, and accused criminals are supposedly prosecuted when the evidence found in the supposed investigation supports it.

Immoral Minority is a blog lacking both subpoena and prosecutorial powers.

I can see how these two are pretty much falsely equivalent in your eyes though.

What I find interesting is you would never even know the Anchorage Mayor - Dan Sullivan - is even running for the second seat for the State of Alaska - on the ticket w/gov Parnell (who is up for reelection)! They are not campaigning!

Parnell (Palin's buddy) is under close scrutiny right now for his handling of the Alaska National Guard and rape issues. There is a very good chance the guy will not be reelected, which means Sullivan (Mayor of Anchorage) will go down too!

The Alaska government is corrupt as is the Anchorage Police Department, the Palin clan, Sean Parnell (oil/gas industries), etc. Can hardly wait for the elections in November! It's way past time that Alaska turns blue!!!

It's no surprise that the police "review" of the Brawl is sitting at the bottom of the pile even if no "review pile" exists. What amuses me is that -- even without an official APD report -- former rabid supporters of Sarah Palin and her family, no longer support her. There may be few supporters over at the PeePond and scattered around the country but Sarah has lost what little respect she had left. She was there when Track started the brawl, Todd choked the father of a young man who was Track's victim when the father was trying to break up the fight, Sarah participated by encouraging Bristol to "hit him again", and Sarah tried to buy up cell phones.

What Sarah and Todd don't realize is when the police department holds up an accurate report of what happened, it makes the Palin participation look worse. It validates what has been said about the Palins for years -- that they bully their way through the system in Alaska, that they use their influence (or fear) to suppress what really happens. Stupid people.

Decent people don't act the way Sarah and her family acted. Decent parents don't drug and drink with their grown children with a 5 or 6 year old grandson present. Find any report of the Sept. 6th fight, read through the comment section and you won't find 1 out of 100 comments to be in support of Sarah. She's beyond a ridiculous joke.

Gryphen, Thanks for contacting the APD and the prosecutor's office and for the update.

Sept. 25 Castro said: "municipal prosecutor’s office informed me on Monday [Sept. 22] they expect to have their review completed by the end of next week."

Now she writes: "this case has gone in the stack with many others that are being reviewed"

I'm not sure how to interpret this:
    1) The municipal prosecutor was reviewing the case and now they aren't. Someone decided to move it to the bottom of the stack.
    Or
    2) The prosecutor wasn't reviewing the case but thought they'd get to it in time to complete review by Oct. 3.

Either way it looks like the prosecutor threw Castro under the bus, appearing like she misspoke or misled on Sept. 25.

Is it just me or does Castro sound pissed off with the prosecutor's office?

"Perhaps it would be beneficial for you to reach out to the Municipal Prosecutor’s Office..."
"it is not my call to say when that will happen."

If Castro is 'pissed' it's not with the APD. It's with those who want and deserve to see the report. If some Wasilla battleax is allowed to bash the President every day of her life then the public has a right to know her background and credentials to determine how accurate her words might be. This incident, minus the Palins, would have been front page news in AK and the police report published two weeks ago down to photos, names and relative IQs.of the participants.

I was thinking Castro might be pissed with the prosecutor for putting her in the position of having to change the investigation status.

As for Palin, the public deserves to know as much about her now as if she herself were a candidate for office. She not only continues to bash the President, but she seeks to influence elections, legislation, and even foreign policy. She needs to be sent to her hidey-hole and a great curtain of shame needs to fall on those who've propped her up and who identify with her. And her perceived enemies--especially the ones in Alaska--need to be set free from any hold the Palins have on them.

Didn't APD say the report would be out "within a week" after the story broke?

They are hiding it, hoping people will forget about that pesky little giant physical assault/child endangerment/underage drinking thing.

I'm guessing if we looked into how long it took for the police to release the report in other assault cases where no charges were filed...it would show an average time of 3-5 days from incident to police report being filed.

It would be social justice if law enforcement and the prosecutor's office made it clear that it is unlawful for any individuals or families to gang up beating people up. Physical and verbal assaults and drunk disorderly conduct are not acceptable. Nor is it acceptable to punish anyone who stands up for social justice who witnessed it.

Or you are a friend of a relative. It must be on the books in Alaska or the Anchorage police would have handled everything in a different way.

I can imagine the prosecutor's delay could be a signal that it's not going well for the Palins.

Suppose there's enough evidence to charge and prosecute Bristol and/or Todd. If the prosecutor proceeds, the Palins will surely go on the attack...guaranteed. I'll speculate that Sarah Palin would grab the media's megaphone to scream that her family was the victim of political vengeance from Parnell/Sullivan/Sullivan because she dared to stand up for Alaskans and campaign for Ballot Measure 1 to repeal Parnell's oil & gas tax and because she endorsed Joe Miller rather than the other Sullivan for GOP Senate candidate. The Palins will claim that Track/Todd/Bristol were the victims even though the evidence says otherwise. Mayor Sullivan may be sick of covering for her and sick of interference from Van Flein/Tiemessen. Parnell/Sullivan may not want to deal with the cockroaches while they're fighting to win an election.

But seriously, why did Palin endorse Miller over her AK AG Sullivan? Sullivan's office was in charge of reviewing and releasing her emails. He knows what was redacted and what was completely withheld. He has the goods on her.

The prosecutor or police should be issuing statements and giving press releases. They are allowed to keep the public informed about them doing their job and they should take questions. It is no big deal that all questions don't get an immediate answer, law enforcement needs to be civil and show themselves. It is creepy when they operate like a secret organization. They need to let the citizens see that they are working for them.

The reason they don't show up or speak is because they don't want anyone to see who they are working for.

Here is why Sarah will NEVER willingly endorse Dan from Ohio Sullivan for any elected position.

"Ohio" Dan Sullivan was handpicked for AG by the Parnellites because Talis from Wasilla and Wayne Anthony Ross weren't gittin' it done. (She had never even heard of him! She didn’t even want to interrupt her schedule to interview him.)

With "Ohio" Dan on the job (for two weeks) Team Sarah made the mistake of thinking he was another Palin panty sniffer. . Team Sarah foolishly informed AG Sullivan about one of their little high school type vendettas. They were likely breaking a number of laws (even arguably making false reports to law enforcement.) They let the AG in on what turned out to be the final straw for Gov. Sarah.

      OOOPS!

I don't think Dan from Ohio wanted any of that hanging over his head. He’s smart enough to know what a criminal conspiracy is. He was informed because he was AG. He would have been unable to deny that he had been informed. The problem could go away if Sarah Palin quit. That's the biggest reason she quit so suddenly when she did. Even Sarah was surprised. It messed up her 4th of July holiday plans with her family at the mansion in Juneau!

Yeah she wanted out, yeah she was already planning to leave, but this mistake by Team Sarah did it and fast.

Another Troopergate style investigation with probably more real crimes? How about just run her out the door and slam it shut behind her. The AK Republican party could flush her down the memory hole and get back to pimping for big daddy gas and oil. Reverse her tax scheme? You betcha! Ever hear about the rest of the entire country being on the hook for about $45 Billion to finance the new Parnell secret gas line? If you haven’t you will. The gasline federal financing guarantees are already a done deal.

See, I don't think that. I don't think Palin has that much sway in government any more. How many people in Alaska owe their livelihood to Palin anymore? Not many. Most of the people who fear her fear her because they live in a small community that makes being bullied easier, not because their scared they're going to lose their jobs. Even the guy who lost his job lost it because of a personal small town relationship, not because Palin had any power over him. Plus were just assuming that the guy was fired because Todd made a phone call. It's entirely possible his boss simply is pissed to be made a public figure in this regard. Not everyone is the publicity hound the Palins are. Some people do like to be left alone.

TBH, I think the report is simply not a priority. If no one is pressing charges--and it's beginning to look that way---this is just one more drunken party fight only remarkable because the Palins were involved. There were probably five other that night somewhere in Anchorage.

They may also be dragging their feet because they've been contacted by Palin's lawyers threaten lawsuits, and what municipality doesn't want to avoid that expensive problem?

This isn't going to "bring down Palin," because it's nothing more than a fight at a party. Of all Palin's crimes, this one is downright innocuous.

Would be a terrible, embarrassing, gawd-awful thing to release a report saying "Sarah Palin, along with First Dude Todd and their three oldest children interrupted a corrupt, drunken "party" on September 6th, so that they could bring the partiers back to Jeebus. They had to "lay hands" on a few of the party goers to convince them they were only "driving out the witches".

Imagine releasing that report and then some sinner - bent on refusing to be "saved" by Sista Sarah, released a video contradicting the report!!

Besides, y'all, back in 2008, I read a letter from Governor Sarah complimenting evangelist Todd Bentley on his "ministry". Bentley was known for his tent revivals where he would take a baseball bat to cancer victims and would slug other cancer victims to "drive out the evil" (three of whom were in their 70's). Sarah and her family were following the "christian" practices of Todd Bentley.

I did some googling and found one article that may help. They deployed to Afghanistan late Feb. 2012 and were expected to return to the states in Nov. 2012. Their assignment was "as security forces for Provincial Reconstruction Teams (PRTs) in Afghanistan."
"With units split between multiple forward operating locations, the Alaska Guard members are now conducting daily missions to assist the PRTs in potentially dangerous areas to rebuild infrastructure, assist with agriculture, build wells and provide healthcare."
      http://www.nationalguard.mil/News/ArticleView/tabid/5563/Article/9471/afghanistan-alaska-army-national-guard-members-play-pivotal-role-in-afghanistan.aspx

I'll also note that the photo I linked above was from Nov. 2011 leaving AK for training in Indiana.
I found photos from Indiana when Parnell visited the unit Feb. 16, 2012.

I think this one may be Track.

      and a video
      http://www.dvidshub.net/video/137736/governor-parnell-visits-bravo-co-1-143rd-inf-abn#.VDBjHed8FEE

So we know Track at least made it as far as training in Indiana. If he continued on to Afghanistan, he was home by Nov. and probably didn't see combat.

I am not 11:30 AM but Company B deployed. It was never certain what Track Palin did, he may have never left the states. For that Afghanistan deployment Company B was to be deployed from the end of February 2012 to Nov or Dec 2012.

Track kept showing up in the states. Both Alaska and California that I know. Maybe Arizona and other places. The time that Company B deployed, Track Palin was not deployed. He was able to pose in uniform and have nice publicity released for him to promote him as in the military and serving his country and being a good father. Typical propaganda that is not always true.

The way the Palins do pictures is confusing. They put up old pictures and don't do dates.

I thought that picture of Track with the lighter was from a birthday party. Who had a birthday when he deployed the second time. Or when they said he deployed. If Nancy does that blog she doesn't know anything. How stupid, Track is going off to fight in a dangerous war and Nancy trivializes about DWTS?

So what if no charges are filed. Sarah Palin will never hold office again. She is a joke to everybody except for a few rabid tea party idiots, but she can't even get them elected

Take her speech at the Voter Values thing last week. All the trouble and money they spent to get Palin to speak. And the only thing people will remember about her speech is how she screwed up where the White House is

Like Richard Nixon and John Edwards, she will be the one eventually responsible for her own undoing. Her ego makes her think she's invincible. One day she will say or do something so disgusting and reprehensible that even the lunatics like Fox News, Twitchy, Brietbart and so on will have to disavow her.

And she will fade away into oblivion like John Edwards.

It will happen. I promise. And I will enjoy every second!

It is not rocket science to see what Track Palin's situation is and to see that Sarah and Track are hopelessly and unnaturally attached. Even idiots at Brietbart may be able to figure that out.

Sure there can be more ups and downs and damage control can take care of some of it. But the inevitable is coming and no way will Sarah or her co-conspirators be able to control it.

Anyone with half a brain cell will definitely distance themselves from that doomed family and their messes.

It is stupid and a mistake not to publicly state that she doesn't belong in say the Republican party and why. But they are stuck with her, I guess.

Everyone knows Sarah is loyal to Track and he is not a Republican but she is fine with him dragging the Republicans into the gutter.

She is not a loyal Republican at all and she has no way to start a third party, not anything viable.

Her loyalty is with Track/Todd and she serves their political service. Which is all a deep dark evil and deadly secret covenant of fools. That's all they have been able to demonstrate so far. Their cheap word salad means nothing.

Prosecution or not, it really doesn't matter. The Ho'down(yes I meant to spell it that way) brought the whole facade that Sarah hid her family behind. With this drunken brawl, the Palin's have managed to destroy her image in ways unimaginable and I dare say more than the truth about Trig's birth which many would overlook since it is not unusual for Grandparents to adopt an "oops" baby. The brawl is not something most southerners will ever overlook, bad enough her children were out drunk and brawling but for the parents to be part of it has not gone over well.

The release of the reports regarding this incident is dependent upon the decision that the Municipal Prosecutor’s office makes and it is not my call to say when that will happen.

That decision can be challenged in a court of law. There have been cases where reporters had to sue to invoke their right to Freedom of Information. Since the public pays for the records, the public has a right to know what is in the records they paid for. That was the basis for Nixon having to release the White House tapes. They were made in a taxpayer supported establishment, the White House. It was the official record of the President elected by the people and paid with the peoples' taxes. The only time that there is any right to withhold information is in the matter of National Security, not in matters of harming one's personal reputation. There was no national security interest involved in that party (unless their friends are all undercover CIA agents spying on the Russians from their front porches).

O/T, but a violent tea bagger, at the encouragement (and, no doubt, approval) of Rafael Cruz, Sr., just assaulted a liberal blogger at a Cruz speech, and the incident was caught on video. Cruz, Sr., named and identified the blogger, pointing him out to the audience before the altercation, which was not provoked in any way by the blogger, occurred. Oh, and BTW, I think the blogger, John Prager, who writes for AATT (Americans Against the Tea Party) may be Jewish (Prager is a Jewish name). Just one more example of the Cruz Spanish Inquisition version of 'christianity'.

We all remember Palin's 2008 campaign speech, when her hate and vitriol were able to elicit the "kill him (Obama)!" yells from her audience, and the smug look of satisfaction on her face at hearing the suggestion. Folks, the tea party is NOT merely a GOP versus democratic deal: it is a powerfully focused, completely dedicated, and totally organized attempt by armed people, to completely do away with democracy as we know it. It is NOT merely a political difference, and it not merely a political movement: it is a clash of civilizations, with the goal being to destroy the culture and way of life of any who disagree with them. ANY democrat who does not vote in EVERY SINGLE ELECTION, no matter how minor (because that is where much of their dirty work is done), is 'asking for' his way of life to be completely altered (open carry at every ballot box, guns in every school, church, public building, and grocery store – with 'stand your ground' available as a defense only by white males), for all of his freedoms to be destroyed (they want to fire or refuse to hire you because you are gay, not their brand of 'christian', a 'liberal', well-educated, etc.), and for their Constitutional rights (one person/one vote, reproductive rights, the right to a free education, affordable higher education, the right to use freeways [they will turn them into toll roads], a public postal service with six-day mail delivery) to be completely abrogated, with anti-democratic theocracy set up instead.

A month ago, when this first happened, my first thought was "There will be no report. It will all be expected to fade away, and it will, in spite of some flailing about."

And that is still my view. There was no real report on the church fire, the Dar death, the dentist's death, Shailey issues, the connection to the Columbia Secret Service scandal, and of course not on the Palin Preg Hoax. So many other issues also. The house built with stolen materials. The MatMaid money issues. The Alaska fund's lost computer records that had to be reconstructed by hand under the aegis of Palin's pal -- wish I had been there for my share of stolen money!

The less that comes out, the more likely that all of this can sink to the bottom of the dead lake, incl the Palin Preg Hoax and all who were -- and ARE! still are!!! -- part of the cover up.

Alaska: where the petty and the important issues are all under the thumb of successful corruption. Vote GOP so you can get this in YOUR home state, too.

So much complexity once there is a report and something to talk about. So easy to have it be endlessly delayed until a fairly shocking issue becomes of little interest, because it is so far in the past. Second-best option to no report: a mealy-mouthed word salad report that says really nothing.

    Be careful, G.

A police report is suppose to be summary of the incident and witness statements and the report is public information.

Either the prosecutors office wants it kept secret to protect the witnesses or the Palins or AK is a really weird state.

"at the review our municipal public records request laws, especially 3.90.040 in regard to exemptions for particular records for law enforcement purposes."

If some people got their nose busted up and they went to the hospital, the medical records could be kept private due to HIPPA. 911 calls and police reports are public information. If the prosecutor is butting in, then he is trying to decide if he has enough evidence to bring charges. But that does not change the fact that police reports and 911 calls are public records.

Someone may already have answered your legal question, but you've linked only to an amendment to the public records rule. I think she's referring to enumerated exceptions to the public records law, especially those that protect against disclosure of internal law enforcement documents in an open/unresolved criminal investigation; that is, some records obtained in the course of an ongoing police investigation (e.g., witness statements) are not yet public records and therefore are not yet subject to public records requests. Some kinds of law enforcement records (e.g., those involving juveniles) never become public records. Once an investigation has concluded--e.g., if a criminal complaint or grand jury indictment is issued against an adult, proceedings are then conducted in public (but that doesn't mean that every prior step in those cases becomes a matter of public record; grand jury proceedings, for example, remain off the record unless the parties make them part of the public record).
