But IS Mark right?
Of course we know that Palin has spent a significant amount of time out of the state. But was it enough time to no longer be considered an Alaska resident?
That is somewhat hard to determine.
However in Alaska we have the Permanent Fund Dividend which EVERY Alaskan loves, and EVERY Alaskan makes sure to take advantage of as it is usually worth somewhere between 700 to 1000 dollars.
Now the eligibility requirements for receiving this money are as follows:
To qualify for a 2013 Permanent Fund Dividend you must be able to answer yes to all of the following statements.
I was a resident of Alaska during all of calendar year 2012;
On the date I apply for the 2013 Permanent Fund Dividend, I have the intent to remain an Alaska resident indefinitely;
I have not claimed residency in any other state or country or obtained a benefit as a result of a claim of residency in another state or country at any time since December 31, 2011;
I was not:
- Sentenced as a result of a felony conviction during 2012;
- Incarcerated at any time during 2012 as the result of a felony conviction; or
- Incarcerated at any time during 2012 as the result of a misdemeanor conviction in Alaska if convicted of a prior felony or two or more prior misdemeanors since January 1, 1997
- If absent from Alaska for more than 180 days, I was absent on an allowable absence; and
- I was physically present in Alaska for at least 72 consecutive hours at some time during 2011 or 2012.
Essentially if Palin is not absent for MORE than half of the year, has not claimed residence in another state, and was not locked up for breaking the law, she gets this money free and clear, no strings attached (Besides paying taxes on it). And we all KNOW how much the Palin family likes to get free money!
So of COURSE she would have filed for the 2012 PFD, right?
Nuh uh, not right.
Following a thread that showed up in my comments section (Thanks by the way.), I did a little checking.
I went to the PFD data base, downloaded the PDF for those receiving checks this year (You are welcome to do the same.), and guess what?
That's right!

So I think THIS explains why Palin got her panties in a twist when Senator Begich called into question her residency and whether or not she qualifies to run for a Senate seat here in Alaska.
Because she DOESN'T!
And that also means, if Todd Palin IS spending enough time in Alaska to qualify for the PFD, and the Grizzled Mama is not, that a certain blogger was right way back in 2009 about the state of their marriage.

All PFD recipients can choose to donate a portion or all of their yearly checks to a non profit or charity. It's a simple program called "Pick. Click. Give" and has generated millions over the years for needy groups.

As an aside...Kids can file for back PFDs when they reach adulthood if their parents failed to file for them through the years.
The Alaska form for getting listed as a candidate for US Senator only demands that your are a current resident. There is no length of residency requirement. Sarah Palin or anyone could qualify for that easily.

ReplyDeleteThe scene was set during Bristol's lame show, "Life's a Tripp." Willow was contemplating going to cosmetology school during the show. (I don't have the strength to watch that show again to fact check the details.) Willow considered going to school in Anchorage, but I think that she didn't like the early hours or the long hours. She wanted something easier, and she chose Arizona.
ReplyDeleteThere is a big beautiful house in Arizona where Willow could live while going to school there. Given some of the trouble she had gotten into in the past, I don't know if there are many parents who would hand Willow the keys to the mansion for a couple of years of unsupervised living. Sarah may have needed to lived there too, or maintain residency in Arizona for Willow to go to school there.
I think that there is more to the story than just "I wanted to go to school in Arizona." I think that there is the added element of Willow finishing high school in a record two years. I saw her on that show and she didn't come across as the kind of student who would finish school in less than four years. We also haven't seen Willow's small business yet. If Sarah would post a lame photo of Piper being led around a horse while firing her pistol, Sarah would have photos of Willow's new business up there in a heartbeat. There is something behind Willow going to school in Arizona.
There is a provision in the Alaska Fund for students going to school out of state. This was a matter of residency, and there may have been other reasons behind the story. I see a pattern in the Palin family. When there is some kind of trouble, they get out of town. Track went to Michigan, the nearest state that had a high school hockey program. Bristol went to live with an aunt. Willow went to Arizona. Hmmmmm

We pay taxes on them.
The money comes from the State of Alaska and isn't a "tax break" for oil companies. It is part of the taxes they pay to the state for using the oil.
I suppose as a cost of doing business they can write it off on their federal (or country) income tax.
And I'd say Alaskans file for the PFD to PROVE they are Alaskans. If you don't need the money you donate it to someone who does.

I get , maybe, giving some incentive to people who really really live in the boonies, give them alot more money and stop giving it to the people whose life is no different or harder than anyone else in the lower 48. i mean, come on, lots of places in the lower 48 are way more isolated than Anchorage and surrounding area. On average cost of living is 25% higher in the urban areas of AK as compared to the lower 48 states. In rural areas it is much, much higher. There is abject poverty both in the bush and in urban Alaska and this money is very important to many families that struggle to make ends meet. There are also plenty of residents to whom it makes no difference financially, however they are guaranteed the payout just the same. It is not need based.

Governor Jay Hammond crafted the PFD to assure that oil profits are invested in a Permanent Fund, a portion of whose annual interest is shared amongst those that qualify. The PFD is simply sharing in the mineral wealth that is shared by all residents of AK, it is not need based.
I don't know of another state that has such a stipulation built into their constitution.
I'm sorry that you live in such a polluted place. Have you gotten together with your neighbors and written the oil companies and complained about the pollution? I'm sure they couldn't care less but if enough of you stood up in outrage they might consider cleaning up their act.
Here in AK the oil companies are pretty heavily "watchdogged" but we still have spills and other accidents that pollute the pristine areas where they drill. It's dirty business and thankfully very little of it happens near populated areas in AK, but the oil companies must still be watched carefully lest they ruin some of the last pristine wilderness in North America. Canada has let the tar sands operators run roughshod over Alberta and they've left absolute devastation in their wake; once they get a foot into your community it takes constant vigilance and often times EPA involvement to keep them honest.
This is true, the PFD is not needs-based. The PFD was put in place so all Alaskans could share in the wealth of oil extraction in our state. It is similar to Norway’s insistence that its citizens share in the commons. I think it is the way it should be everywhere and it is just wrong you should not share in the wealth generated by the extraction of resources in your state. It is even more wrong you have to live downwind without the ability to avoid the obvious disgusting dirty environmental results of said extraction. You need to become proactive with your community and complain to the EPA with all your might. This is wrong, wrong, wrong. And, don’t think it is easier up here! Big business has a stranglehold on my community too. We also have out of control environmental degradation and most Alaskans are not the tree-loving people you would think people who live in such incredible beauty would be. Most are just as afraid for the loss of their jobs and incomes if they complain about poor working conditions, pollution and criminal labor practices as are people elsewhere in the world. Before oil Alaskans were much more progressive and now we labor under oil patch politics supported by conservative and conservatively religious people who came from oil patch states to work the oil patch.

I have cousins in Alaska, and I think they use their PFD every year to buy airline tickets so they can visit family in the lower 48. My understanding (could be wrong) is that plane tickets to/from Alaska are so expensive that with three kids, the PFD checks are the only way they can afford to fly down here to see grandparents.

Obviously some areas would be far more expensive just for shipping reasons, but if what you say is true, then those official AK websites are purposefully misleading people. DeleteTrig, as a kid with special needs, should be in a stable, consistent preschool program to maximize his potential. These are the most important years of his life for development. It's irresponsible to take him away from his education and therapy willy nilly. I know a few parents of young kids with special needs (including one with down syndrome) and those kids are in school all year long, including summer, with very little time away. It's too easy to regress.
