The picture appears to be in Green Bay, Wisconsin, based on the clothing. The sign in front says "Americans for Prosperity". It is highly unlikely that UNION members showed up at an AFP event.
I remember this trip she took, the speech she made, because she was wearing that ridiculous silver jacket again and that ginormous cross pendant. She was there.

As for people in Madison wearing green and gold, everyone in Wisconsin cheers for the Green Bay Packers, 12 months a year. It's a uniform. And Sarah was speaking on behalf of the Tea Party and the AFP, a Koch Brothers organization-- against unions. Sarah was not addressing her Union Brothers and Sisters. She was trying to stop the recall against Walker who wanted to bust the unions. Sarah was against the unions before she was for them.
What's really odd about that picture is the flag in the background. The flag is clearly reversed because the numbers are backwards. However, the sign on the front of the podium is facing the correct way because the letters can be read properly. Also, if you look at the other picture, there was no flag anywhere near where she was standing, even if you account for a different angle, which would explain the changing relative positions of the people behind her.

This looks like the time Sarah went to Wisconsin to support Americans for Prosperity-was it during the time of the recall petition efforts, or during the recall campaign? If that's the case, those most certainly are not union members, because union members were the ones attempting to recall Gov. Walker. A little research could quickly clarify the circumstances here. Steve Schmidt first realized he was dealing with a lying liar when she insisted she and Todd had no health insurance at one point, and Todd admitted they had catastrophic coverage all along (not to mention he and the kids have Indian Health coverage and so does she when she was pregnant.) That's when he realized she had a casual relationship with the truth.

Palin was speaking for Walker and against unions. She was speaking as part of the Tea Party and Americans for Progress, Koch Brothers anti-union organizations.

I think the flag itself was reversed. It was just a cheap printed-through-and-through flag, so if they held it wrong or waved it, the backside would be reversed in pictures.

Copies of the image are posted on Palin’s Facebook page and her political action committee page, www.sarahpac.com, according to the complaint.
The publisher, which alleges copyright infringement, seeks a court order barring Palin and SarahPAC from using the image.
SarahPAC representatives didn’t immediately respond to an e-mail seeking comment on the lawsuit.
