“Absolutely,” Doocy continued. “So maybe there is a way that he could take some of the money allocated to the Pentagon and if they could figure out a good argument for how to build the wall with the Pentagon money, they could say it would be part of our national security.”
“Is there a way that the president could do this?” the Fox News host wondered. “Yeah, I’ve been reading online, a number of lawyers have talked about how — the fact that Congress allocates the money and the executive branch figures out how to distribute it.”
Doocy added: “If the president determines that building a wall is in the national security interests, he could declare an emergency and then they could wind up taking some of that money. Congress might not like it but they’re powerless — unless they sue. Do you think Mitch McConnell or Paul Ryan would sue?”

...The president can’t reappropriate funds without a congressional vote. It would be illegal and unconstitutional for him to do so. The idea that Trump can move funds around at his whim without Congress is a threat to the Constitution.
It is not a matter of presidential ignorance. Trump is intentionally trying to carry out an unconstitutional action as an act of sabotage against our system of governance.

One. The military budget is appropriated by line item. Only Congress can redirect money. Yes, there are some line items that the Pentagon can move, but they amount to only a few tens of millions . . . nowhere near what the wall needs.
Two. No one . . . absolutely no one else in the universe . . . is as good as the Pentagon at slow-rolling the President. Mattis will assign the project to a SECDEF action officer and tell him to go play golf for a couple of years.
He wants a richer military to take us over. He is working to use the military to rule over us.
