Did the Anchorage Police Department spokesman purposefully provide misinformation to cover for Todd Palin's possible connection to Shailey Tripp?

After the National Enquirer story came out APD spokesman Dave Parker released a statement (Which did NOT show up on the official APD website) refuting much of the allegations made by NE, and of course the bloggers.

However it appears that the documentation I recently received does not exactly support Parker's assertions;

Here is what the APD spokesman said:

Shailey Tripp Investigation APD #10-1823

The Anchorage Police Department investigation and arrest of Shailey Tripp has recently been mischaracterized in internet blogs and in a National Enquirer article. Several errors regarding the investigation and arrest were reported in the Enquirer article (printed and internet versions):

*None of the physical evidence examined by police showed any connection to Wasilla resident Todd Palin and his name did not appear in any of the records seized by APD.

*The investigation of the prostitution operation was initiated by Anchorage Police Department’s Vice Unit responding to internet advertisements, not through information developed from any tips or other persons.

*No rolodex was seized and taken into evidence.

*The National Enquirer has not contacted Anchorage Police Department Public Affairs Unit to fact check its story so their reported “call to Anchorage Police Department” could not have been returned.

*“Bloggers” have had no access to the evidence seized so their linking of evidence in police custody to any other person is incorrect.

Okay so we have this "official" statement from Dave Parker concerning the incident saying that the NE and the bloggers have the whole story wrong.

So I checked that against he documentation that I have in my possession and found some very interesting contradictions.

This is part of the affidavit from investigating officer David Burns. (The important part starts at "Facts and Circumstances" section.)

According to Dave Parker the investigation was prompted by advertisements on Craiglist, NOT "information developed from any tips or other persons." However right there in the "Facts and Circumstances" section for Case "10-3948, it says that the investigation was the result of a tip from a William Fortier.

Why would the spokesman have provided misinformation about this?  And if THIS is not a truthful statement, what else might turn out to be false?  Here is the rest of the "Facts and Circumstances" portion of the affidavit.

"Tia" by the way is the name that Shailey Tripps was using in the advertisements posted on Craigslist. So as you can see the appointment was originally set up with "Tia" AKA Shailey Tripp, but she had a last minute scheduling conflict and was not there.  So Kashawn Thomas took the appointment instead.

So as you can see after the arrest of Kashawn Thomas a request was made for a search warrant.  That was granted and the items seized are listed below.

Now as you have read in the statement released by Dave Parker "No Rolodex was seized and taken into evidence."  As I mentioned in an earlier post that appears to be a little trick with semantics because in fact among the evidence seized was a "receipt book" and a "date book" from the office cabinet, a "notebook" found in the office, and a "ledger" found on top of the desk.

In my mind there is probably a hell of a lot more information contained in those four items than might have been found in a simple Rolodex.  So once again the statement by Dave Parker may be factually accurate, but also extremely misleading.  Which beggars the question as to WHY the APD spokesman felt the need to confuse the issue with a statement that could be proven false, or at the very least misleading, with a little investigation?

And speaking of misleading Dave Parker also stated that "The National Enquirer has not contacted Anchorage Police Department Public Affairs Unit to fact check its story so their reported “call to Anchorage Police Department” could not have been returned."

Well guess what?  I talked to my contact at NE and I was told that of course the Enquirer did NOT attempt to call the APD spokesperson, why would they?  However they DID attempt to contact the vice cops who were involved with the investigation and made the arrests.  To my knowledge that phone call was never returned.

So now the question remains as to what compelled this APD spokesman to come out and provide cover for Todd Palin, and give Sister Sarah the ammunition she needed to dismiss the whole story? Does the Anchorage Police Department work for the citizens of Anchorage, or are their loyalties with the disgraced Governor who quit halfway through her term?

Well they sure as hell better get their stories straight because I have it on good authority that they are going to soon have a lot more to worry about then just a local blogger asking questions of them.

Before I publish this post I thought I would take a moment to address another potential misstatement by the APD spokesman.

Dave Parker said "None of the physical evidence examined by police showed any connection to Wasilla resident Todd Palin and his name did not appear in any of the records seized by APD." However you may have noticed that among the items seized during the search of the premises were two cell phones.  One belonged to Kashawn Thomas, and one to Shailey Tripp.

That made me curious so I contacted Shailey and asked the obvious question: "Is Todd Palin's number on the cell phone that is still in police custody?"

This was her official response to that question: "I can not comment on that at this time."

As you can imagine there is much more to come, we are really just getting started in fact, so there is plenty of time to run to the grocery store for more popcorn.  Believe me, you are going to need it.

Hmmmm. It occurs to me that Shailey may very well have had Todd Palin's *number* in her phone with a code name, and he may have used that code name for his visits. In that case, APD's comment that his *name* did not appear in the "records" would be accurate, though misleading and suspicious, as you say. It's not the same thing as saying there's no evidence linking Tawd to Shailey. Semantics.

Amateurs. Don't they know it's always the cover-ups that will get you, not the original act?

Someone needs to ask APD directly, and on camera preferably:

"Was Dave Parker's statement an official APD statement, or was he speaking on his own behalf?". Followed by "If it was an official statement, why is it not archived on the APD website like all of the other press statements?".

Followed by an FOIA request for those receipt books.

It is common practice by all police to leave certain information out of an official report, but they do maintain that information in their notes. I have no doubt Todd's name as well as others appear but the police most likely didn't list them in their official paperwork.

I do think it is time that APD and others stop protecting the Palins. It is far past time for all corruption to stop in this state and it all begins with these various agencies that keep secrets.

Unless there is a copy of the notebooks etc that were confiscated, they will "lose" them. Now phone companies do keep records of calls (I watch a lot of Law&Order) so there is a way to prove he called.

Would not trust the cops to KEEP the evidence they have.

excellent job gryphen. now the statement put out by the police in defense of todd is seriously suspect. this raises a lot of questions.

I am wondering why shailey "can not comment on that at this time." why not? who is preventing her from commenting? she is going to be sentenced in june, and I am concerned that part of her sentencing will be a gag order. if that happens then we may never know the details. if she is under a gag order right now I wish that she would just say so.

It sounds like at least some in the APD are part of the squad of Palin flying monkeys. Maybe some outside law enforcement agency with no ties to Palin, like maybe the FBI, needs to swoop in and take a good hard look at the practices of the APD. I'd be willing to bet that if the Justice Department grabs the APD by the short n' curlies and threatens individuals with real meaningful time in a federal prison, their memories will magically focus. I wonder how many people are willing to do hard time for a buffoon like Sarah Palin?

This sounds like just the sort of stink that the Justice Department should look into. It certainly seems as if everybody in government in Alaska thinks that they still work for Sarah Palin. Ya'll need to do some serious house cleaning up there. You've apparently got rats nearly everywhere.

I may be in the minority, but I admire that. To admit mistakes, to learn from them, and accept the consequences while struggling to make something constructive out of your life. What more can we ask of her?

Sure wish Sarah Palin had that kind of introspective strength. Sarah will never be able to admit mistakes, let alone learn from them. She refuses to learn at all.

Shailey, if you are reading this, please know that there are people who recognize that you are growing and moving beyond the past. Congratulations.

Also, people need to read her entries. She is not trying to capitalize on having been associated with the Palins. Read it for yourself. The voice rings true - much, much truer than anything Sarah or Todd have ever said.

I don't know, but I have contacts in my phone from 2002 when I first got the phone that I hadn't had contact with since then until 2009--those numbers have been downloaded as I've gotten new cell phones to replace the ones I've dropped, kicked and run over with my office chair. Or numbers I've gotten later than 2002 that I still haven't called. I have over 1000 contacts in email, but I don't always email or contact them. I don't run anything illegal, though. Do a search and use Mayor Dan Sullivan and some combination of: life insurance controversy, party planner (little blonde!),Jerry Prevo (butt monkey!!), Fire Chief controversy (coverup, drunk, police confrontation), flying monkeys, Palin. Sullivan and paid before taking office works too.

From the moment that it was issued the APD statement was a piece that did not fit.

One wonders whether the APD spokesman is behind the statement, or someone higher up in the APD.

After that it goes to the mayor's office according to the apparent chain of command.

To the person who asked why Shailey would still have Todd's number from back in March:

If he was a listed as a contact in her address book, unless she deleted it purposefully it would stay there for the life of the phone. Also, most cell phones keep a list of dialed, missed, and received calls that can often go back many months. It can depends on the model of cell phone and how many recent calls it was programmed to 'remember'.

So it's not at all implausible that his number could have been still been stored in either Shailey or Kashawn's phone. Oh, and don't forget texts. I still have some from a year ago on mine.

Also, I don't ever remember hearing that Tawdry went to 'All About You' spa. That is just where Sarah allegedly went. I believe it was alleged that it only occurred at Shailey's business in Anchorage.

This reminds me of the time when there was an on-line article about Sarah possibly being under federal investigation (involving money). On a weekend, some FBI agent from the West Coast volunteer in the information that Sarah and Todd were not the targets of an FBI investigation.

The only problem is that monetary matters would be part of an IRS investigation, and the FBI might not be involved. It was also suspicious that an agent would come forward with information that Palin wasn't under investigation.

It is just as strange that the police would comment publicly about any case. All they need to do is make a really good slip of the tongue, and Tripp's lawyer could have a case reopened based on their comments.

I agree with the other people who comment that phone companies keep phone records, too. If the Palins tried to sue, claiming that Todd's number was never in her phone, the phone records could be called into court.

  75. I'm confused. Are you talking about APD #10-1823 (wh. the statement refers to) or APD #10-3948 (wh. your documentation refers to)?

  76. Hooray! Good job, Gryphen!!

I recall the APD “spokesperson” Dave Parker said something to the effect that Todd had no connection to the prostitution RING. Who said anything about Todd running a prostitution RING - he was simply a client, unless of course, further investigation discloses that he provided protection (not the condom kind) and referred more clients! Who knows what else will come out of this investigation. I can hardly wait for the phone records to be published showing Todd’s number on numerous occasions.

As for Dave Parker, it was easy to see from a google search that he is just another Religious Right fanatic. My apologies to some good folks, but I am beginning to equate “Christian” with “liars” because of the likes of Sarah Palin, Michele Bachmann and the GOP/Tea Party ilk who have milked the Christian brand for every penny and vote they can get.

Daily Beast Feb 13th post about Bristol's earnings

    http://www.thedailybeast.com/blogs-and-stories/2011-02-13/bristol-palin-earnings-estimate-from-her-book-to-dancing-with-the-stars/?cid=hp:beastoriginalsC3

Seems when Bristol does a speech, she gets paid twice -- by the event holder and by Candie's Foundation. Each speech Candies pays her between 15 to 30 thousand. So it appears that if we hear she is getting $25,000 from the event - she could actually get $50,000 as Candies lines her pockets too. $50,000 for a 10 to 25 minute speech of word salad. I'd call that highly overpaid for dropping a kid as it's not education and intelligence she's promoting.

Quite the read of $$$ Bristol is whoring for.

$250,000 for hiring BSMP consulting to lobby. How much dirt is on RAM's hands in this. Do you smell the stench - I do.

The reference to 5% of 2.6 million books makes a tidy sum. Really - that's only 130,000 copies. That reveals that Murdoch publishes at a loss!

Candies should be parading the Palin slut out on May 4th for their One Event per year. Don't anticipate them advertising it until a day or two before as it's not televised but they will have her appear again on the morning shows to spew more lies. That's one of two things she knows - lies and screwing.

    Good work.

Seems like some more information is needed. So that the proper questions can be asked of the proper persons. Different from all other questions are the questions raised by the statement issued by Dave Parker- apparently speaking for the APD.

Someone needs to do a document request/FOIA request for documents about this press release.

A complete request would probably go back as far as several months prior to the first date in the police reports you already have.

It should ask for any and all communications between APD, or mentioning, any one named in the police reports, plus the Palins and known Palin attorneys. And it should specifically request any and all documentation concerning media contacts concerning any of the previously mentioned.

Submit a separate and similar request just for the mayor and his office (anyone working there) covering all of this. The reason for this is to allow the APD to decide to handle all or part of the request OR kick it all to City Hall. Either way it makes a paper trail that they have to hide or disclose at some point.

All APD and City of Anchorage written policies concerning press releases and statements should also be requested. As well as all communications and meetings concerning these policies since Mayor Sullivan took office.

Just for grins throw in the blog names, because you never know what there is until you ask.

Some other Alaskan bloggers might be willing to help with how to file these- as this has been done before.

If it is necessary to fundraise-to cover these costs- then this may be a case of ask and ye shall receive.

Because after all- what should be secret about a publicly issued statement from the APD?

According to sources with knowledge of Palinland, Palin parted ways with longtime aides Jason Recher and Doug McMarlin just before the midterm elections. Until recently, Recher was a key player in Palin's operation. The shuffling of mid-level staffers would seem like a minor, inside development, but the move carries much larger significance: Palin's staffing issues remain one of her biggest political weak spots when compared to her talents as a speaker, fund-raiser, and media personality.

Let's really be honest about the police. The majority are good, honest people who really want to do their job and be honorable.

We have also seen examples of police brutality, and, in the face of overwhelming evidence (Rodney King tape) they will cover for each other. It's called the "Blue Code," and there are many such cases on record. It is one of the reasons that there are dashboard cameras in cop cars. It is there to protect the officer and the person who is being stopped.

While there may good, honorable people working on the Anchorage Police Department, if there is some little bit of wrongdoing in one guy's family, something that can be used to squeeze him, I can imagine one person stepping forward to volunteer the fact that Todd wasn't involved in a prostitution arrest. It's not normal behavior, and the Palins don't even have to be directly involved. Someone can call on their behalf, suggesting that it doesn't make the future presidential candidate's family look good, and we want to reflect well on Alaska.

Sarah Palin is wreaking havoc on the campaign trail, GOP sources say (By JONATHAN MARTIN | 10/21/10)

    http://www.politico.com/news/stories/1010/
    43936.html

Recher and McMarlin formed a consulting company, NorthStar Strategies, which ran Palin's travel schedule and logistics.

But Recher came to take on more than a simple logistics role: He participated in the morning conference call with Palin's small coterie of advisers and often served as a de facto press secretary. But around the time the 2010 midterm elections rolled around, Recher mysteriously dropped out of Palinland.

Cell phone company records have all numbers in and out. Database of numbers can be transferred to a new phone automatically. "We know there are girls serving cruise ships, but how do we find out who they are?" she said.

Last month the task force visited Juneau to train local law enforcement and social service agencies on how to identify girls and women working as prostitutes and where to look. Decker said officers are also planning to attend a training conference next month in Anchorage.

I can't find an online source for the APD numbers, but there is a source for the court cases:

The case G cites (the one connected to Shailey's statements about Tawd) is:
#10-3948 (complaint to APD was 1/24/10 per G's docs)
    Court case #3AN-10-02448CR
    Listed as "open"
The charge is a misdemeanor "Maintaining Place Of Prostitution"
    Filed 3/4/2010

Other than this, there are no other criminal cases against Shailey, and no other open cases.

There are a few unrelated civil issues (traffic, debt, her divorce and custody issues).

Someone in AK should definitely go to the courthouse and get the records on the complaint Parker cited in his "press release" to NE (#10-1823).

Wow. Great work, you did what needed to be done.

  138. There is no authority in Alaska that can replace the APD so we are left to never trust the APD. I don't trust the state troopers and i don't trust Parnel. Keep your head down.

Another note on the case numbers. Based on the standard numbering scheme by police departments and courts, both APD cases would have occurred in 2010, because they begin with "10." The FBI/APD sting occurred in 2009, so the case Parker is referring to is probably not that one. The case Parker cited is #10-1823 and would have been opened before Shailey's case (#10-3948). So some time between 1/1/10 and 1/24/10, presuming they assign the case number when they get the complaint.

The "rolodex" mention is probably a reference to an older story about one of the last of the old time massage parlors that dotted Spenard.

It was called The Chateau and it was busted by APD. Seized was a rolodex that supposedly contained the names and numbers of customers and their preferences. It was rumored that many high profile names were in that roledex.

Here's all you need to know about our good Mayor, Dan Sullivan.

    Frozen Vogler welcome back!

Frozen Vogler did some early leg work on this! The flicker postings proved there was smoke and not frost in the air.

Some other good suggestions today here in comments.

Have some have already been done? If not, then they hopefully can be done soon. Always give public officials a chance to do the right thing; and if they don't want to, then they will have to decide to lie and cover up.

It is bad to be a public official answering media questions when there is something to hide. It is worse when the public official answering questions suspects the media can find the correct answers to all the questions. Worst of all is if the official suspects the media may know all the correct answers before asking the questions.

Media delay is not working in their favor if the proper research is being done. And it is.

    Damn you're good. Helpful too.

Checked all your details out- there aren't any. Details that is.

I used that link and other additional related links weeks ago. This pretty much all checks out so far. Which errors are you talking about?

I'm no expert, but haven't seen any glaring mistakes made by Gryphen. Other eager commenters and trolls get it wrong for various reasons; but with the help of the APD and the Palin klan, not to mention all the expensive PR staff $arah is paying for- this will all be set right soon. I listen to the two fools radio show regularly, but she hasn't been back. I'll call in if she does come back. I've got a question or two.

So back to your comment: either you know it all or are a full of shit troll.

My money is on a full of shit troll- and it is getting to be a lonely assignment isn't it?

So if you have something constructive to add jump right in, but if you are a troll then blow it out your ass somewhere else.

hey folks - i don't know Dave Parker or how APD "works" inside. but, for high profile statements, i'll bet 90% of what Mr. Parker says is scripted by someone else. so unless someone knows otherwise there's probably no need to slam him. just sayin'.

Anon 9:30 pm. If Parker is the APD spokesperson, then it's likely that he crafted his own statement. If not, he approved the statement written by someone on his staff.

When will the APD answer these charges of APD - Palin misconduct to the Alaskan citizens?

If the APD goes out of its way to send what looks like a phony press release to a tabloid magazine and not put one on its own website, then why can't you come out and answer Alaska citizen's questions regarding the matter? We pay your salary! The National Enquire does not pay the APD's salaries and you went out of your way to talk to them.

The question of who is behind the statement has already been raised, as have the motives for making the statement. Also in question is whether this statement is for some reason different than other previous APD statements issued to the press.

The facts surrounding this statement suggest that it is outside the normal. It is also an open question whether Dave Parker is responsible for the content, or someone else was.

Officer Dave Parker's name is on this statement and he was either freelancing or trying to follow orders when he issued it. If he knowingly issued false or misleading information for other than investigatory purposes, that is owned by Officer Parker. He owns it until such time as he blames someone else. If that is because he followed orders from superiors, then he owns that too.

As of yesterday the jury was still out on the serial rape trial of former APD officer Anthony Rollins. He is accused of raping citizens while on the job. He is accused of using police resources to stalk and control these women prior to and during the alleged rapes. Two of the alleged rapes occurred at a APD substation.

A properly functioning department would have reviewed the press release policies in the recent past. If the Anthony Rollins arrest and trial were not cause to review the policies to be sure they were well written and understood; then when would be a good time for that?

If Officer Parker has been ordered to do something that he now wishes he hadn't done, then he is awaiting a chance to clear his name through the proper channels.

It's strange that the Anchorage Police would lie so blatantly. They must have known their lies would be obvious. Something seems to be wrong with APD. They are either having a bit of bad luck (Rollins), or they are completely out of control. Mayor Sullivan, who is running the show with Anchorage Police Department. What we see doesn't look good. Can you, or anybody else, control the Anchorage cops?
